Chris 54c4ad1413 docs: weather-meta v1 implementation plan — 29 tasks, 8 phases 
Bite-sized TDD-style tasks covering: project skeleton → models → cache
→ 6 source adapters + NWS alerts → aggregator (median + agreement,
circular wind mean) → MaxMind/Nominatim geocoding → FastAPI service
and routes → dark-themed templates with htmx + Leaflet + RainViewer
radar → systemd unit + NPM proxy host (via JWT-mint pattern) + LE cert
+ runbook. Includes phase-2 hardening snippet ready to paste at public
launch. Self-review cross-checks every spec section against a task.
